Abstract

This research explores land conflict resolution models by using an action research approach. The action research approach is intended to formulate a conflict resolution model that is relevant and appropriate in resolving land conflicts projects. Land conflicts in Jambi province, particularly in East Tanjung Jabung Regency, have occurred continuously and have not found a comprehensive solution until to date. East Jabung Timur is actually representative of all areas in Jambi Province that are exposed to land conflict. In 2023, land conflicts in Jambi ranked number 3 on a national scale. Under this reason, this research is conducted and it will be focused on three fundamental questions, namely (1) How is land conflict understood by conflict survivors and policy makers? (2) What are the appropriate conflict resolution strategies and models in land conflict resolution? (3) How is the relevant construction and implementation of laws to land conflict resolution policies. This research approach uses the concept of conflict transformation and the research method is action research where data is gathered through a series of FGDs and in depth-interviews. The results of this study show that land conflicts are understood differently by the actors involved in the conflict. This difference arises against the backdrop of diverse perspectives in understanding land ownership and management. Using an action research approach, this study formulates a resolution model based on the transformation of relations, interests and systems that support the occurrence and sustainability of conflicts. The study emphasizes that this resolution model must be strengthened by the construction and implementation of laws from the power of stakeholders both top-down and bottom-up to equally bridge various forms of policy imbalances that have occurred so far.
